Not sure I've ever run into a DUN modem that worked with 98SE and not
98(FE). In any case, this one works with 98:

Frankly, I think your friend just ran into the wrong modem and most likely
would have had no problem with any number of other modems being offered.
Then again... Has your friend tried the 98SE drivers?
(PS -- I have a dozen or two used ones that would work. Last resort, I'd let
one go for the cost of shipping, <s>.)
