Problem getting modem over 32BPS

First of all, I'm using Win98SE and AOL 5.0.

Can’t figure this one out.  I was using my modem with AOL just fine near 56K.
Then I installed a larger hard drive and reinstalled all programs.  Now every
time I connect with AOL, it indicates 32K or lower.  

I’m using all the same software and hardware except for the new hard drive.
Same access numbers for AOL, etc. (All access numbers give the same result.)

I have gone thru the AOL setup and set the max port speed as 115200, etc.
Also, when I check CONTROL PANEL > MODEM > PROPERTYS > GENERAL
the max speed is also set to 115200.

Any one ever run across this problem?

PS -- forgot to say the modem is a 3Com Winmodem 56K.
