Modem Can't Communicate

I updated my ISA 36.6 modem to a PCI 56.6 Best Data 56HP92-PCT

But, when I try to use it I get a message that states my applications can't
communicate with it.

I can't even use any of the "AT" commands

I don't know what is wrong.

The Modem is listed in Device Manager

There is no yellow "!"  or Interups ot IRQ conflicts  in device manager

The Com Ports also show no conflicts

The only real warning message I get is if I use Windows 98 automatic
installer is that :

Setup cannot load the installed (modem.cpl) for the WDM_Modem hardware being
installed.

But, when I manually install the drivers I get no warning.

What the heck is wrong?

How can a modem be installed, but, not communicating?

Any Thoughts
