Device Installer Error

Hi can anyone shed light on this one:
"Setup can not load the installer (modem.cpl)for the modem
hardware being installed.

Try this:

Remove all the modems.
Go into the control panel add/remove hardware and delete all the modems.
Reboot Windows 98 with no modems installed.
Shut down the computer.
Reinstall the modem and Reboot.
Windows should detect and install the modem correctly.

I'm getting the same error trying to install a new USR56k
PCI Faxmodem. I deleted all modems, (even went into BIOS
to disable the onboard modem), but I still get this
message during the installation process.
