Attempting to open VPN with office

Have set up MS VPN adapter.  Set up connection settings in
Networking, after attempting to connect each time the
following pops up;

The remote computer did not respond within a reasonable
amount of time.
If you specified an IP address directly please check it.
If connecting over a Modem please make sure the Modem
connection is already running, and then try again.

IP address is correct, what else shgould I try to do?
