setup error message

I have installed a new hard drive into my computer.  I am
now trying to install Windows 98 as my operating system.  
During the installation I have repeatedly gotten the
following error message:
Setup cannot copy your Windows 98 CD files.  Clean the CD
with a soft cloth, reinsert it, and then click OK.  If you
receive this message again, read the CAB Errors section of
the setup.txt file.  This file is in the WIN98 directory
of your Windows 98 CD.

I have copied the Win98 files to my hard drive, so it is
not reading from the CD.  Any suggestions as what to do???

looks like the files are corrupted
