Hello,

extract a new copy of the Msinfo32.exe file from
your Windows 98 disks or CD-ROM. To use the System File Checker tool to
extract a new Msinfo32.exe file from the Windows 98 CD-ROM, follow these
steps:

1. Click Start, click Run, type "sfc.exe" (without quotation marks) in
the Open box, and then click OK.

2. Click "Extract one file from installation disk," type "msinfo32.exe"
(without quotation marks) in the "Specify the system file you would
like to restore" box, and then click Start.

3. In the Restore From box, type the path to the Win98 folder on the
  Windows 98 CD-ROM.

4. If necessary, type "<drive>:\Program Files\Common Files\Microsoft
Shared\Msinfo" (without quotation marks) in the Save File In box (where
<drive> is the drive letter of the drive containing the Windows 98
Program Files folder), and then click OK.

5. Click OK, click OK, and then click Yes when you are prompted to
  restart your computer.

IF still having problems, try clean booting using msconfig.  See:
