Working with digital video editing, I noticed that my
output had unacceptable breaks in the audio.  I then
noticed that on Windows Startup, I also get stuttering and
breaks in the sound.  I reinstalled Windows 98 SE, but
that did not solve the problem.

Would appreciate any help

Are you using a McAfee or Norton AV product?  If so, disable it and see
if that helps.

I had the problem of the Windows startup wav file stuttering
at startup but it was OK after that.
I fixed the problem the re-enabling DMA on the Hard Drive.
Somehow, after I went to the Windows update site and
downloaded the latest patches for Win98SE that check mark
somehow got removed.  It remained on my CD / DVD Drives though.
