I've had to reload Windows 98 and am unable to reinstall
WinDVD because my serial number is unknown. I've contacted
the company that sold me the pc with the bundled software
and they tell me WinDVD came from Microsoft and they have
no access to that information.

Windvd did not come from Microsoft. Most likely it came with the DVD drive
installed in your computer. AS such it would have been provided by whoever
sold you the PC.
Typically, you would have received a windvd CD. This CD has the serial
number for the program installation on the  front of the CD.
