Standard procedure is to remove then re-install the sound card drivers.

Boot to safe mode. In Control Panel / System / Device Manager delete all
sound devices listed under 'Sound, video and game controllers'. Shut down
and re-boot.  Have your Windows 98 installation CD and any CDs that were
supplied with your system or your sound card ready, as Windows will
re-install the sound card drivers on re-boot.
