I would like to setup netmeeting so that i can confrence
call. All the poeple in my organisation will be based all
over the world. I can't even dial the office next door.

1) how do i Setup the contacts that i would like to use
with their numbers etc.?

2)How Do i phone the office next door?

3)How do i setup the directory?

Depending on the network setup you could setup and use an ILS server, use a
web based directory with fixed names  or IPs(of computers) as the calling
addresses.

The location of the "office" is not an issue -- the network setup is what
matters. It is possible if the other "office" and you are separated by
routers it will not be possible to connect.
