change administrative privilege

this is probobly the wrong newsgroup to post this
question, so sorry.

i need to know how to change the administrative privilege
on a windows 98 computer, i have a program that will not
let me use it or change any settings without the
administrative privilege and i dont know how to get it.  
the computer is my machine, and i have the only account on
it, i should have it anyway.

On Win9x PCs, all users are created equal. There is
no such thing as "admin privilege".

I suggest this:
- Verify the operating system you run
- State the application that causes a problem
- Post the exact error message

Does your computer ask you to enter a user name and password when you start
it up; and if it does, do you click Cancel or press the Esc key on your
keyboard to get in?
