That advice is correct as far as it went. Yes, you need to connect to your
ISP before you can establish a VPN connection. But Windows 98 does not
provide the host components for a VPN connection - just the client
components. So it can MAKE a request for a VPN connection but it cannot
ANSWER one.

I am trying to accomplish connecting to my work computer
from home, over the Internet. At home I have a cable modem
set up and at the office I have dial up, which obviously I
will have to leave connected when I go home. I thought
that I would be able get at my files at the work computer
through my Internet connection. If so, can you recommend

Your work computer still needs to be a server for VPN to work. :-)
I suggest you look into Dial-Up Networking instead. You'll find details in
the Windows Help system. Configure your work PC as the server and dial into
it from home.
