I have been advised that in order to transfer files I have to enable NetBIOS
over TCP/IP. I have instructions on how to do this on my XP PC but with my
98 PC the enabling window is greyed out.
How do I enable it?

Yes the check is gray under the heading 'NetBIOS support allows you to run
NetBIOS applications over the TCP/IP'
I am told that it is essential for networking

That is the way it is suppose to be.
Now it's time to move further in the diagnosis as we can rule that out.

If it is greyed out then it is forcibly enabled - because on Windows < 2000
having client and/or server for MS networks bound to TCP/IP requires NetBT
(NetBIOS over TCP/IP). Only Win2k or higher support the SMB/CIFS protocol
directly over TCP without a NetBIOS layer.
