TCP/IP not binding to a new ethernet card

I just installed a new ethernet card on a Win98 machine.  I tried out the new
card and I can not ping the router that it is connected to.  When looking on
Network Neighborhood, I found that there is not listing for TCP/IP associated
with the new card.  I tried un-installing and re-installing TCP/IP but this
did not do the trick.

Any suggestions on what to do next?

remove card from device manager and the try it in a different PCI slot
