You cannot, without special software and cables to connect the two
computers. Even then they won't be "networked", just connected so you can
transfer files back and forth.

As Richard says, Windows doesn't have built-in support for USB
networking.
Here's an example of the special USB-to-USB software and cables that
he mentions:

Another possibility is to use a USB-to-Ethernet adapter, widely
available at computer and office supply stores.
