How do I install Networking Components on my Win98se computer. I dont
have the Network Neibour Icon and have received a message after trying
to install ICS that it doesnt have any network hardware and it needs to
be installed. I have been using this computer to browse the internet
for years but never had an occasion to network till now and is hooked
up to a router. Have ran Control Panel > Add/Remove Programs > Windows
Setup and see nowhere where it mentions Adding Networking Program. Any
suggestions please. Thank you.

Right-click My Computer. Choose Properties. Click on Device Manager tab.
Look for Network Adapters. What's there?

Try these steps, in order, to get the Network Neighborhood icon.  If
one doesn't fix the problem, go on to the next one:

1. Someone might have hidden Network Neighborhood using Tweak UI.  Go
to Control Panel.  If Tweak UI is present, double click it.  On the
Desktop tab, put a check mark in the Network Neighborhood box, click
Apply and OK.

2. Go to Control Panel | Network.  Remove Client for Microsoft
Networks if it's present.  Then add Client for Microsoft Networks.
Reboot.

3. There could be a system policy hiding Network Neighborhood.  Run
the registry editor, open this key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Delete the value named "NoNetHood".  Reboot.

Why are you trying to install ICS?  That requires two network
adapters: one for the Internet, and one to share the Internet
connection with other computers on a local area network.  Since you
have a router, you don't need ICS.
