Require a user to login

Is there a way to require a user to login and not be able to cancel the login
dialog box on a Windows 98 SE workstation when logging in to a Win 2003

Run regedit, and open this key:

  HKEY_LOCAL_MACHINE\Network\Logon

Create a DWORD value "MustBeValidated" and set it to 1.
