Getting Shares on 98SE from XP-SP2

I have three computers total: a Windows 98SE desktop, a Windows XP Pro SP2
desktop, and a Windows XP Pro SP2 laptop (from Dell).  Both of the Windows XP
computers can see any of the three computers in Network Neighborhood, and the
Windows 98 computer can see the laptop's shares (just not the "c$" share
default).

This problem is more of a networking problem than a printing problem, but
that's all I want the '98 computer connected to the other desktop for.
Whenever the '98 computer tries to connect to the XP desktop, I get back a
"Unknown Error 31."

Any help with this (be it an obscure setting or hardware upgrade) would be
greatly appreciated.

Error 31 occurs if you set up an XP user account without a password,
and then attempt to log in across the network. By default, Windows XP
doesn't permit remote users to connect from the network without a
password.

One solution is to log onto Windows 98SE with a user name and
non-blank password that match a user account on the XP desktop.

To allow access without a password, follow these steps on the XP
desktop:

1. Go to Control Panel | Performance and Maintenance | Administrative
Tools | Local Security Policy.

2. Expand Local Policies | Security options.

3. Double-click Accounts: Limit local account use of blank passwords
to console login only, which is enabled by default. Disable this
option.
