I've got a windows 98 machine that thinks it's the master browser. This is
something pretty easy to fix in 2000 or XP, but windows 98 doesn't have any
services.
I had this situation happen a while back, but I can't think for the life of
me how I fixed it.

Go to Control Panel | Network | File and Printer Sharing | Properties
and set Browse Master to Disabled.
