How to speed up recognition of computer on net?

There are times when I know other computers (for example my XP laptop) on
my home network can see my windows98 SE computer, because I can dbl-click
on My Network Places then dbl-click say the Sharedocs icon for the
Windows98 machine and see all the files in Sharedocs.  However, when I go
to the Windows 98 machine and go to Network Neighborhood and dbl-click on
the same XP Laptop, it will say "The computer or sharename could not be
found...".

After a period of time Windows must do a network scan and then I'm on the
network. My question: Is there a message or something that will have
Windows98  go and immediately poll the network and recognize the XP
computer?

While this "not recognizing Computer or sharename" is going on I can run an
IP scan app (SoftPerfect Network Scanner) on both machines and all the IP
addresses show up!  If the IP scanner is seeing the computer why isn't
Windows recognizing it at that time?
