Is there anyway to use this to connect from a Vista system to a system
running 98SE, if not what alternatives are there?

Remote Desktop [as in XP and VISTA], NO.

What are you trying to accomplish?

Is it for a long distance 98 administration/fix?

VPN is a potential for long distance [like over the Internet, however unless
you have static IPs sometimes difficult to accomplish], though it does take
some setup, and there is remote administration - check Microsoft's Help
[hint- remote access] on the 98 machine, though VISTA and Win98 sometimes
don't "play" well together.. of course they can be locally networked but
that also takes some initial tweaking..
