can't open Outlook Express

When I try to open Outlook Express for email...I get can't
be started because MSOE.DLL could not be intialized. Does
anyone know how to fix this problem. Tired of waiting for
Windows support.  Mike

Close OE.  In Explorer, find (WinKey+F) and delete Folders.dbx in your
Identity's store.
