When I open Outlook Express,the e-mail comes in really
fast and it is not scanned for viruses,same for outgoing e-
mail.I had to reconfigure Windows 98 SE and install NIS
2003 Professional.The scanning e-mail boxes are checked in
Norton AntiVirus.

How do you know there are not being scanned? If the anti-virus program works properly,
the scanning should be transparent.
If you have some doubts, check with Norton. OE has no knowledge that virus scanning is
going on.
Additionally, if you set Norton to autoprotect so that it scans all files when opened, the
scanning of e-mail as it downloads doesn't provide any more protection, and sometimes just
causes problems downloading mail.

You really want to uncheck email scanning. It provides no added protection,
but can mess up OE.
