In Outlook Express6 when I go into Tools/Options/Spellings
French Shows up and it is UK English that I want.   Each
time I change French to UK English and click apply and ok.
but each time when I go back into Tool/Options Spellings
it has reverted back to French.   I do not have disk as I
updated to Outlook Express 6 from Microsoft Site.

OE gets the spelling files from another Microsoft product such as Word, Office, or Works.

Does the UK English spell checker work there?  If not, the UK dictionary might not be
correctly installed.
