OE mosa.dll

i'm using win 98 and it seems after I upgraded to IE 6.1 I
get the following error when trying to open Outlook
express. MOSA.dll could not be loaded.
Did upgrading cause this problem?
Will MS correct this?
I have seen some others with the same problem but the fixes
seem to point to XP users.
I'm not a guru and am looking for a simplified fix
