Recently obnoxious spam has been slipping through my
filters using blanks for the fields To:,Cc:, Subject:,and
blank messages. Is there any way currently to create
filters for fields that are blank?

Where the TO: or CC: line  or From line  or Subject contains words
Whichever one you set up:

Type in  the vowels and the numbers separately (Add each one)
Press the Options button and select does NOT contain the words below

Now, select the action you want to take Delete it, move it, plus add stop
processing more rules  or use delete from server (stop processing will not
be available)

Won't solve all your problems, but you can make up a rule that says,
if the e-mail is not addressed or cc to you specifically, then either
delete it or forward it to another folder.
In OE, Tools/Message Rules/Mail and select  New
Section 1). Insert checkmark in "Where the To or cc line"
Section 2). Insert checkmark in "Move it to the specified folder"
Section 2). Insert checkmark in "Stop processing more rules"
Section 3). Click on the blue writing "contains people" and insert
your name and then click ADD. Include any variation of it. For example
if John F Smith, insert
John F Smith, J F Smith, John Smith, J Smith , John., and your email
address.
After you have typed in all variations of your name, click on OPTIONS
and then Apply rule if  "Message does not contain the people below".
Okay your way out and when back to the NEW MAIL RULE page,  still
under Section 3, click on the blue writing "specified folder", and
here either direct it to the Delete folder or make up a new one titled
Spam.

As I said, it won't solve all your problems, but it might reduce the
number that you have to manage. I don't know how you get around a
blank subject field.
