Can't open OE part 2

Don't know what you did on the Desktop, could be multiple things. Did you
perhaps log in as a different user?

Outlook Express is  msimn.exe and would be in the Program Files\Outlook
Express folder.
Internet Explorer is  ieplore.exe
Windows Explorer is explorer.exe
START | Run   then type in the above and navigate to the folder for IE and
OE and make new shortcuts.

Netscape I can't help you on, but I think version 7.1 is netscp.exe
