I have set up 3 identities, one of which is PW protected, When I go to
File>switch identities it asks for the PW right and proper, but when I
shut down OE from that ID there is a problem. When OE is restarted
again it launches into the supposedly protected ID without asking for
the PW!! What can I do to get OE to behave and ask for a PW, or at
least force it to launch to the main ID insted of the last ID used??

Close OE by using File | Exit and Logoff Identity instead of the 'x'.
I know it used to work the other way, but they fixed that bug.
