I have a friend that is getting this problem
MSIMN caused a general protection fault in module user.exe@0080003fa when
hitting send/receive.

If I try to check things in tools/internet options, and try to change
things, and get a similar error
IEXPLORE caused a general protection fault in
module user.exe

Please post the complete (and exact) error message.  Incomplete messages
only result in incomplete answers.

Best choice is advise your friend how to use his nntp reader and post
his/her own problem with needed added info, such as operating system in use
and what the user was doing just prior to the error.

Yes, along with the operating system in use and what the user was doing that
gave rise to the fault.  If using Windows XP, look in the event log for info
concerning error messages.  But trying to solve problems on a computer via a
3rd party who does not have immediate access to the computer involved is a
frustrating experience and painfully slow to resolve.

Which is why I suggested having the original user post with a description of
the problem.

It isn't my computer, it is Windows 98, believe the first edition. It
happend upon clicking the send/receive. Basically could do anything in
Outlook express, up until the clicking the send receive.
They don't do to much on the computer, except a little email and surfing.
Both errors are in the user.exe.
Will attempt to get over there tomorrow.

In the interim, you might want to look at these links for some ideas that
may cause a GPF in module user.exe and see if they provide any insight:

Try reinstalling the video drivers.

If that doesn't fix it see
