Is it possible to restore the Outlook Express Address Book from a file
somewhere on the hard drive? I know you can do this with the emails that are
stored in .dbx files.

Reason being Win98 has crashed on my PC and I need to reinstall it, but want
to be able to restore my Address Book and Emails from OE. Obviously I cannot
boot into Windows to backup everything properly.

Is the same possible to restore dial-up networking settings from a file
somewhere on the hard drive?

The Address Book entries are stored in an *.wab file, usually, for Win98,
somewhere in the c:\Windows tree.  Maybe in Application Data or in the same
folder for your User Profile.  ( haven't seen a Win98 machine for a couple
years.)
