The ~ file is a bug in an update of Outlook Express a while back.
Whenever you update the address book, it creates a backup copy of the address book in the
same folder and with the same name except that the .WAB extension is changed to .WA~ (e.g.
updating BOB.WAB creates a backup named BOB.WA~). However, due to the bug, the backup is
named just ~ and put on the desk top instead of the folder that contains the address book.
(In some cases it goes to a different folder.) Rename the file to an *.WAB file name
(e.g. Backup.WAB) and you'll be able to open it as an address book.
The bug is fixed in XP SP2. If you have Windows XP, get the latest updates. Otherwise,
you can either ignore the file or delete it. Of course if you delete, it will just get
created again next time you update the address book.

Check in at Windows Update and install the most recent Cumulative Patch for
OE (and everything else Windows Update offers you).
