If you dont receive a failure notice it IS getting through
if the other end isnt receiving it then their mail rules/spam rules are
killing it

Assuming you have the option enabled, if a copy of your message is found in
Sent Items, the problem's not on your end.
Tip: Ask the recipient to check his Junk Mail folder as well as his
Filtering options.

Double thanks Rob, for your reply. Double, because I raised the
question with pa.net tech support and got no reply. None. I'm sending a
test message to myself from pa.net to Hotmail. I have listed myself as
a "favorite" friend with Hotmail but they disclaim responsibility for the
failure with a vague reference to the fact that pa.net is not "registered".
What ever THAT means ! A really straight answer from pa.net or Hotmail would
be very useful. But so far, no luck . I'll double check my Hotmail filter
options and Junk mail folder.
