Have been unable to recieve e-mails that were verified sent from one
individual.  Other contacts are getting this person's e-mails, just not me.
I have not blocked the address, nor is this person having the e-mails
returned to them.  They just seem to be dissappearing!!!  My e-mails go
through fine to the same address. This contact has tried just initiating an
e-mail and also replying to mine, with no success. How can I fix this?

Is the problem with mail going to your Hotmail account?  If so, look in
the Junk Mail folder on the Hotmail web site to see if the mail might be
getting trapped as spam.

If the issue is with a different mail account, check with the ISP to see
if they are doing spam filtering.

No, it's my outlook express account.

Do the messages show up in the inbox at the mail account's webmail page?

Then it's not an OE problem.  If it doesn't make it to your ISP's server
Inbox folder, then OE can't download it.

Does the ISP offer any spam filtering?  If so, check the Bulk, Junk or
Trash folder on the web mail interface.
