Outgoing mail problem

From non computer literate friend by telephone::
"I haven't been able to send mail for a week but incoming is OK. It appears
to go out "no error or undeliverable message" but no one is getting them."
I know only he is using 98 and OE, can anyone make suggestions and I will
forward to him.

Without more information? Not really...

I'd double check to make sure that outbound email was authenticated. (Look
under server settings in the email account itself's settings.)

First have him check the Sent Items folder in OE to make sure that the
messages that he thinks he is sending are showing up there.  If they
are, then the have left OE successfully.

Next to check is any Anti-virus he is running.  It should be disabled
from scanning e-mail, especially scanning outgoing mail.  E-mail
scanning is unnecessary and can cause problems.

(Note: Disabling email scanning does not leave you unprotected against
viruses that are distributed as email attachments)

Beyond that, it would likely be spam filtering at the ISP or recipient.

Have him try sending an e-mail to himself and see if it arrives.  If it
doesn't and his ISP offers web mail have him check that for any
spam/junk/trash/bulk folder to see if the missing message is there.

My apologies but this is answer I received from him today after weeks of no
mail. Told you he was a computer illiterate.
"YES IT WORKS A FRIEND CAME OVER AND PUSHED A FEW BUTTONS AND HE GOT IT
GOING"
