My 'Check for messages every ? minutes' was set at 2 minutes, but I
changed it to 1 minute, but there was no change.
I checked my Mail Box at Tiscali with AvirMail and, although I know that
it should contain two of my test e-mails, I found that it is empty.
AvirMail shows that my wife's Mailbox contains two e-mails so the
software works. This is strange because if I reboot I will get the two
test e-mails.

The "delivered almost immediately" was by chance. Email checking should
never be set to more often than five minutes. When you send it goes to the
SMTP server. Then the SMTP server has to send it to the POP3 or IMAP (or
HTTP for Hotmail) server before you can receive it. Therefore you are at
the mercy of that transfer which is out of your hands. You don't know what
the cycle period for those servers and it mail well be dependent on their
load, which is at the mercy of other users.

What you say makes real sense when I consider the time factor in respect
of the reception of my e-mail and I am really grateful for your most
helpful contribution. I have amended the 'Check for messages' to every
5 minutes.

If the messages aren't in your ISP's server mail box, there is no way
for OE to download it.
It could be a delay at your ISP, but then it would be a coincidence that
you get the message when you reboot.
Are you running any anti-spam software or anti-virus set to scan e-mail?
Either of those could cause the problem. Your anti-spam could consider
messages from yourself as spam, since that is a common spammer's
technique (make the From the same as the To).
