cannot open outlook express in Windows 98

When trying to open OUTLOOK EXPRESS in Windows 98, I get error message:
"Current identity could not be changed because one of the applications was
unable to switch.  Close any open dialog boxes in other applications before
trying again.  Internet explorer 6 and outlook express were removed and
reinstalled several times and the same message occurs.  This is an old
computer obtained by a friend who logs on as a visitor, or administrator
without password.  Any help would be appreciated.  The objective is to get
rid of slow Juno dialup service and use Outlook express with a DSL service
provider.  Thank you in advance.
