Blocking particular ISPs, regarding spam

I use Win98SE & OE6.
1.  Can I configure OE6 to block/divert problem ISPs, instead of having to
use specific email addresses?  There are some ISPs which seem to be favored
by spammers who change their email names frequently but still use the same
ISP.

AND,
2.  How can I be sure that I've identified the REAL  ISP when there's such a
plethora of forgeries possible?

1) you can use a partial e-mail address, such as
@somewhere.com
in the blocked sender list or a message rule.  Do not use a wild card
such as *.  OE doesn't recognize wild cards. But is does string
matching.  It will look for the specified string anywhere in the FROM
header.

2) You can't with OE.
