Outlook Exprtess 6 disabled by critical update

I received a new critical update notice on 1/30/08, had windows update scan
for updates and was offered and downloaded KB837009 for OE 6 SP1.  After
installation OE would not open and an error was displayed that MSOE.DLL could
not be loaded.  Is there a fix for this problem? I have no current backup
from which to reinstall OE.

I continue to receive update notification and on rescanning, Update wants to
install the update, not recognizing that it has been previously inttalled.

I run 98SE.   Is this an XP update sent in error to 98 (McAfee now will not
update my antivirus because I am not running javascript settings for XP)?

You've got two problems: (1) getting OE to start; and (2) getting the
machine fully patched.  Let's work on them in order.

1. Start here: http://www.insideoe.com/problems/errors.htm#crash

NB: Do NOT proceed until you've got OE working again!

2a. Clear History, delete Cookies and delete Temporary Internet Files
(including offline files) via IE: Tools > Options > General, then...

2b. Download the Cumulative Security Update for Outlook Express 6 Service
Pack 1 (KB837009; all OSS) from the following link, saving it to your
Desktop:

[2c. Optional: Restart the computer in Safe Mode.  (During the reboot, keep
pressing the F8 key until the Windows Startup menu appears > Choose Safe
Mode > Enter.)

2d. Rename the downloaded file to KB837009.EXE and copy it to C:\ (the root
directory of drive C; assumes drive C is the boot drive)

2e. Start > Run > (type in) C:\KB837009.EXE  /N:V (Note the spaces) > press
ENTER

2d. Close the command window.

2e. Reboot [into Windows] and check in at Windows Update to see if the
problem persists.  Install any critical updates offered.

General OE Caveats:

- Don't use Inbox or Sent Items to archive messages.  Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting and frequently perform a manual compact of
all OE folders while "working offline".  More at
http://www.insideoe.com/files/maintain.htm.

- Your anti-virus application's email scanning feature can also cause
problems & corruption.  Disable it.  It provides no additional protection.

Errors in DIRECTDB.DLL or MSOE.DLL generally indicate corruption in the
message store.
Start by moving Folders.dbx to an empty Windows folder (with OE closed).
Note:  the DBX files are hidden in Win2K, WinXP and Win2K3.  You will lose
your folder hierarchy and the lists of newsgroups on the news servers, but
it might get you into OE.

If that doesn't do it then move all of the DBX files to the same folder as
Folders.dbx (again with OE closed).  You should now get into OE.  Try
importing the messages from
the folder you moved the DBX files to.  If you can't, you can use this tool
to extract the messages:

DBXtract ($7):

Note:  It can take a long time (days with really large folders).

The messages can then be dragged from the Windows folder back into a folder
in an open instance of OE.

Thanks for the above replies - much appreciated.  I will have to study them
before deciding what to do.  On a sidebar on the page

there are several free downloads of OE repair programs.  Are any of these
any good or applicable to this problem?  I have no experience messing with
the registry and would prefer to avoid it if possible.

There is no sidebar on the page http://www.insideoe.com/problems/errors.htm.
If you see "free downloads" for "OE repair programs" on that page, you
computer is infected with adware (and possibly worse).  DO NOT CLICK ON ANY
OF THOSE LINKS!

The website's author has his own page where he mentions tools he's used:
http://www.insideoe.com/resources/tools.htm  The links in the "Essential OE
Tools" section of this page are safe.

The above notwithstanding, hopefully you won't need any "recovery tools" to
get OE up & running again.

As a matter of fact, the page does have ads from Google.  None of them for
programs I have any reason to trust.  The ads are put there by Google, not
Tom.

I'd appreciate a screenshot via private mail, Frank.  I am not seeing any
ads on any of Tom's pages that he hasn't put there.

I do see Google-sponsored ads in search results, though; e.g.,

Further follow-up after Frank very kindly sent me a screenshot of the page
as he and Stuart see it:

The Google Sponsored Ads in the left sidebar aren't seen on my machine
because I use MVP Mike Burgess' custom HOSTS file which blocks content from
adservices.google.com.
