Why does it require an address book entry?

Seemingly out of the blue, OE6 is not letting me send
email to unfamiliar email addresses.  It puts up a window
saying "check names" that I believe is requiring me to
fill out information for an address book entry. How do I
turn off this option?  I didn't see anything about this in
the OE6 preferences.

Tools>Accounts>Directory Service>double-click on each one, in turn>Check
names against this server... (uncheck)
