That file belongs in the Windows\System folder. I believe you can extract it
from your Win98 disk by using SFC (System File Checker). Just go to
Start,Run and type sfc.exe and press the Enter key. It is fairly self
explanatory there.

when defrag is working, mine it only doing a square or two
at a time. It should be moving faster.

Empty our your Recycled Bin and your Temporary Internet Files and upon
reboot, empty out your Windows\Temp files.
Try shutting down all programs (ctrl-alt-del) except for Explorer and maybe
Systray. Disconnect from the internet and shut down your screensaver.
Now run Scandisk. When it finishes, try Defrag.
You can also download and install the ME Defrag which is somewhat faster
than the standard Win98 Defrag.
