Unable to defrag C drive

C drive has an open program writing to disk, therefore,
unable to defrag, although D drive will defrag. C dive 120
gb needs cleaning, i have paused task sc. and can find no
other programs open. How do I find open program and diable?

Reboot to safe mode to run defrag and you won't have that problem.

Try ctrl-alt-del to bring up the Close Program box to see what you may be
able to shutdown.
Make sure you are not connected to the Internet (unplug or shut off the
modem).
Only program required to be running in the Close Program box is Explorer.
However, many leave the Systray running also.
Above all, no antivirus programs runnings or programs like GoBack.
Try a scandisk first.

I have found the best solution is to do a Scan Disk and
Defrag in Safe Mode, then reboot.
