When I put any disc into my R/RW drive nothing happens.
I go to "my computer" and select "drive F" which is my
R/RW drive, I get the message as follows....F:\is not
accessable and also.....this device is not ready.
Also tried accessing thru Direct CD and get the same
results. Have upgraded my Bios as directed by Compaq...and
re-installed Win98SE as per their request.
And now the problem still persists. Any help here
would be of greatly appreciated.

If all CDs, it's either a power, driver problem or the drive is dead.

1) If a light flashes on the drive during power up, then power is not the
problem.  Unless you're experiencing other problems since you've installed
the drive.
2)Remove the drive from Windows through device manager.  Reboot the system
and let Windows redetect the drive.  If the drive is redetected, it's not
likely to be a driver problem.
3)Try uninstalling and reinstalling the software which came with the burner.
4)Are there any hardware conflicts being reported in device manager?
5) If none of the above helps u, I'd say you've got a dead drive

Thought of another possibility.  Is the burner the only device hooked to the
cable that attaches to the motherboard?  If not, check the pins to see if
it's a master, slave or CS setting.  I recommend setting it to the opposite
of the other HW device attached to the data cable.  IE if the other device
is a master, make the burner a slave.  If the other device is a slave, make
the burner the master.

tell you is that this drive is the CS selection. Have not
checked other CD drive.I only have the CDR and the CDR/W
on that ribbon. I will check later and let you know.

Both must use the CS selection, or both must use the conventional
master/slave convention.  No mixing of this is allowed.  If using CS, the
PC's bios must understand CS.  If using CS, you must use the proper ribbon
cable for this.

>First , the light does NOT flash during power-up. Have
removed drive from device mgr and Windows did detect the
drive. Drive came with the puter. So there is
no "software"per say. No conflicts being reported.
