0028:00000608 fatal exception

I received the following error when attempting to start
Windows 98:

A fatal exception OE has occured at 0028:00000608.  The
current application will be terminated.

I hit control alt delete and the following came up:

An exception OE has occured at 0028:C001539A in VxD---.  
This was called from 0028:C0057EED in VxD---.  It may be
possible to continue normally.

I can't get past this error.  I am, however, able to get
in with "Safe Mode" but not "Normal".

Does anyone know what this problem may be?

You probably are having some sort of device driver problem. My best gues is
that it's your video driver since Safe Mode uses a generic VGA driver
instead of your normal installed video driver. Replacing or updating the
video driver, therefore, might solve the problem.

Does this occur before or after the the Windows desktop appears? (I ask
because these give two different approaches to troubleshooting startup
issues.)

Jim,
The error appears after the Windows 98 logo and before the
desktop.  Does this help?
