defrag

When I try to defrag or scandisc within Windows 98 the
system loops. In the defrag it gives a message 'drive's
contents changed:restarting'. This process can carry on
for hours.
Any ideas?

Boot into Safe Mode and run Scandisk and Defrag from there.  If they now
work, you have a program running in the background that's interfering with
them.
