cant open any icons in control panel

had a 95 box.  everytime i tried to open icons in control
panel it would say access denied.  then I upgraded to 98
and the same thing exists.  how can I correct or override
this?

Extract  a new copy of RUNDLL32.EXE from either your Windows 98 CD or from the CAB files on your hard drive, whichever you have, to the Windows folder, using the "Extract one file" option of System File Checker (SFC).

It has been a long time since I messed with 95 but I would
look for an option in BIOS first to see if it is setup
that way. Then I would see if it is possibly just hidden
like you would do a folder or file. Last it could also
(Unless you are the only owner) been set up as a Client on
a Network and access to the control panel was denied by
Admin.
