Fatal Exception OE

My computer will not boot up at all.

I have tried twice to reinstall Windows 98 from my CD that
came with the computer originally.  It appears to finish
setup but when it tries to restart the computer I get the
following errors.  It will not boot from the floppy disk
either.

Invalid VxD Dynamic Link call from SYMNDIS(01) + 00004AAE
to device 0028, Service 8029.  Your Windows configuration
is invalid.  Run windows setup program again to correct
this problem.

A Fatal Exception OE has occured at 0028:C144FE15 in VxD
SYMNDIS(01) + 000038F5, the current application will be
terminated.  Press any key to terminate.  CTRL ALT DEL to
restart.

One or more of your Symantec programs are messing you up.  If you can get
into Safe Mode you can try uninstalling them from there.
