Can't create new folder

In my Windows 98SE I can't create a new folder. Any information on how to
correct this without having to do a reinstall?

You'll have to give us a little more info. then that!

Where is it that you're trying to create a new folder?  On your HDD, FDD,
CD-RW, DVD-RW, memory stick .... ?
Have you checked for viruses?
Give us the detailed steps you're using to try to create a new folder!
