I get the DEFRAG00205 error when trying to defrag drive C

Scan disk reports no error, I have already deleted the contents of
\windows\applog and have attempted to do the defrag in safe mode with the
same error as a result. NDD also reports no errors as well as Partion Magic.

How do I get defrag to work again?
