Can't stop bt dial up appearing

Running windows 98 SE.
On startup internet connections show "always dial a connection" if I alter
it to "never dial a connection" it is ok but on startup it reverts to
"always dial a connection" and yes I do click the "apply button"

Can anyone tell me what is making it revert back on each startup?
